WHO IS PHILA-MAIL?

It's into 1978 that organisation PHILA-MAIL was created by Mr Maurice DENEYER.

Specialised in the importation and the distribution, wholesale and retail, of the Worldwide Philatelic New issues, PHILA-MAIL quickly took a lead in the Belgian market.

Since more than 18 years, due to punctual and constant presentations of the new issues in several stamp magazines like Timbroscopie, Timbroloisirs and thanks to its experiment in the field of the Mail order trading, the company has acquired an important notoriety in France where it counts several thousands of customers.

Today, Internet and the democratization of the use of the credit cards make it possible to PHILA-MAIL to extend its sphere of activity in the whole world.

For more than 3 years, PHILA-MAIL has published its own monthly magazine: "Le Journal des Nouveautés" (The Newspaper of the New Issues) which shows a selection of the best new stamps offered during the month.

TERMS OF BUSINESS

  1. All the offered stamps are in stock at the moment of the offer. Each order addressed on-line is automatically reconfirmed. You will be informed of your order number and that your order has been received properly by e-mail confirmation. Please preserve this confirmation carefully as you will need it as a reference for any later correspondence in this respect. The delivery take place during the next days following the reception of the order and the collect of the payment.

  2. Prices - The applicable prices are those announced on the site at the moment of the order. They are net and without further discount.

  3. Currencies - The mentioned prices are in Euro.

  4. Payment - All payments must be joined to the order. To ensure a high level of efficiency and for your own convenience we accept credit cards (VISA, EUROCARD, MASTERCARD). The amounts are debited on the moment of the order shipping's. Missing or backordered items are not charged until they are shipped. We accept too postal or bank cheques, only Belgian or French one's, tired on Belgian or French Banks, for orders in Belgian Francs, French Francs or Euro. Those must be on the order of Phila-Mail S.A., Place de Mainvault, 43, 7812 Mainvault. Personal cheques are considered after credit to one of our accounts.

  5. New issues - If, following an unexpected demand, a break appears in our stocks, we'll send first all the available items, and, after restocking, we'll send by separate mail the missing items as soon as each missing item becomes available. In this case, the complementary shipping costs are for us.
    Our deliveries are subject to the possibilities given by the Postal Administrations. We can't be blamed for the possibly non-deliveries or for delay independent of our will. The stamps which can't be provided will be fully credited.

  6. Delivery - All stamps, protected under cardboard, are shipped by mail courier. All overseas deliveries are send by Air Mail. They always travel at the risks of the buyer. On request, Express Shipping Rates (International Chronopost) including the shipping fees and also a "Lost & Stolen Items" guarantee can be applied. Price following cost.

  7. Quality - All the stamps are, excepted contrary stipulation, MNH (Mint Never Hinged), with the quality of postal release. We guarantee the provided quality and if, for all that, we give the guarantee to exchange all defects within 14 days from the shipping date. The stamps to exchange must come back by registered mail to our office in the state provided, by registered mail and indication of the problem.

  8. Renunciation - The buyer has the right to signify one's purchase renunciation without penalty and motif indication, within 7 working days from the day before the goods delivery's day or to return all inconvenient goods.
    In this case, the buyer has to return all the inconvenient goods within this delay, in the original condition and by registration. All returned goods in those conditions will be credit or reimbursed to the express request of the buyer.

  9. Dispute - To be received, all eventually protests must take place within 14 days from the shipping date.
    Parties on both sides must do everything possible to settle their differences out of court concerning sales conditions. In case both sides are unable to settle their disputes out of court, only the courts in Brussels, Belgium) are competent, excepted the faculty reserved to us to serve a summons on the place of residence of debtor.
    Only Belgian jurisdiction applies in case of a dispute.

    The work will be done to give total satisfaction to our customers. It's our best advertisement.
